Glenda Cafer: A Career in Regulated Public Utility Industries and Private Practice

Cafer, of Cafer Pemberton LLC, has been a well-respected government appointee and attorney in Kansas for many years. She spoke to students about "A Career in Regulated Public Utility Industries and Private Practice."

During her talk, Cafer explained that Kansas attorneys in the public utilities sector work with an array of laws ranging from state public utility statutes to a variety of administrative regulations, including the Kansas Corporation Commission regulations. She talked about the pros and cons of being an in-house and an outside counsel, and the difference between being a regulatory and a general counsel. Cafer focused on the Kansas Corporation Commission's jurisdiction and proceedings, particularly in the electricity sector. She walked through several of the different kinds of proceedings before the Commission, and explained some of her work on rate cases. Drawing on her extensive experience, Cafer provided Washburn Law with an introduction to a vibrant practice area of interest to many students.
